Governor Andrew Cuomo announced guidelines for schools to reopen this fall. Districts are allowed to resume in-person classes if their region is in Phase Four and if the daily coronavirus infection rate is 5% or lower during a 14-day average. Cuomo says that schools will close if the region’s infection rate is above 9% during a seven day average after August 1. On Monday the New York State Education Department unveiled its reopening guidelines to help districts develop their plans.
