Under new lower reimbursement rates for patients who are developmentally disabled, ARC programs will be getting less money for services.

The new state budget reimburses at rates based on the level of costs incurred by state providers, which is about $1,200 a day per patient in a developmental center, down from more than $5,000 during a period when New York was overcharging for services.

The Federal government says that for more than 20 years, New York over billed the Medicaid system by $15 billion more than it was due. The repayment of that sum is still being negotiated.
