Candidates in the Nov. 2 local elections can begin circulating petitions today. Otsego County Board Representative Clark Oliver, of Oneonta, has announced he plans to run for a second term and has begun circulating election petitions.

Oliver is also the county Democratic chairman. The party has appointed a committee, chaired by Leslie Berliant of Middlefield, that will seek candidates.
