Cuomo Sets Forth $20M Competition

Governor Andrew Cuomo is proposing a $20 million competition among New York's counties, cities and towns to see which ones can find the best ways of sharing services. The Democratic governor says the idea is to make local government more cost-effective. The competition would award $20 million to the municipalities that come up with the best plan to reduce taxes through government consolidation or reorganization.
