Governor Andrew Cuomo released more information on the process to reopen parts of the state. Officials will monitor four core factors including number of new COVID-19 infections, health care capacity, diagnostic testing capacity and contact tracing capacity to make decisions on when non-essential businesses can reopen.

Cuomo says, "Businesses considered 'more essential' with inherent low risks of infection in the workplace and to customers will be prioritized, followed by other businesses considered 'less essential' or those that present a higher risk of infection spread. Regions must not open attractions or businesses that would draw a large number of visitors from outside the local area."

 

Cuomo goes on to say that even after a region is reopened there will be new safety precautions in place to help lower the risk of spreading COVID-19.
