Next month, Darla M. Youngs will step down from her position with the Otsego County Conservation Association as Executive Director to join the staff of the Southern Tier East Regional Planning Development Board’s nonprofit arm – Tier Information and Enterprise Resources – as that organization’s operations and communications director. TIER, established in 1985, provides services to regional planning and economic development agencies in the eight counties of Broome, Chenango, Cortland, Delaware, Otsego, Schoharie, Tioga and Tompkins.  Originally brought on as Administrative Director in 2008 and serving as Executive Director from September 2011 to present, Youngs has shepherded OCCA through major initiatives. Jeff O’Handley, OCCA program director since July 2013, will preside as acting Executive Director effective May 16.
