Five area school districts are among 26 statewide identified by State Comptroller Thomas DiNapoli’s as fiscally stressed. According to a report released on Thursday the Norwich City School District and Schenevus Central School district are considered to be in moderate fiscal stress meaning the fiscal stress score is higher than 45 percent but less than 65 percent. The Richfield Springs Central School District, Otego-Unadilla Central School District and Oxford Academy & Central School District were ranked as susceptible to fiscal strees meaing their score was higher than 25 percent.
