Governor Andrew Cuomo announced Monday plans to issue conditional pardons for an estimated 10 thousand people convicted of non –violent crimes when they were minors. The pardons come as Cuomo looks to the legislature to pass a slate of criminal justice reforms, including raising the age of criminal responsibility from 16 to 18 and take Youthful offenders out of adult prisons. Cuomo seeks to pardon those convicted of non-violent crimes as 16 and 17 year olds and have not committed another crime in the last 10 years.
